Biography
Carter is Chief Sustainability Officer at SUNY, where he leads clean energy, resilience, student engagement, education, and research strategy across the country's largest university system, advancing its path to net zero. As Commissioner of the New York City Department of Environmental Protection and at the NYC Office of Sustainability, he directed green infrastructure, water management, and air quality efforts. He led trail, park, and open space conservation as NY Director of the Trust for Public Land, advised on circular economy strategy with Closed Loop Partners, worked on environmental infrastructure at HDR, and litigated land use and regulatory cases with the NY Attorney General's office and the Rutgers Environmental Law Clinic. Carter teaches about sustainable cities at Columbia University, co-chairs the infrastructure working group of the New York Panel on Climate Change, and serves on the NYC Sustainability Advisory Board and the Clean Power Institute Advisory Board.
