Biography

Ellen C. Ginsberg is Senior Vice President, General Counsel, and Secretary of the Nuclear Energy Institute (NEI), roles she has held since 2005 after previously serving as Deputy General Counsel. She oversees legal matters affecting the commercial nuclear energy industry and leads NEI’s federal litigation efforts on behalf of its members, including the Nuclear Regulatory Commission and the Department of Energy. Ms. Ginsberg regularly guides NEI’s participation in cases before the U.S. Supreme Court, federal appellate courts, and state courts. 

Under her leadership, NEI successfully argued before the D.C. Circuit that the Department of Energy’s termination of the used fuel disposal program relieved nuclear generators of associated fees, saving electricity consumers approximately $750 million annually. Earlier in her career, Ms. Ginsberg practiced at a Washington, D.C. law firm and served as a law clerk to the NRC’s Atomic Safety and Licensing Board Panel.
