Biography

James Gallagher has more than 40 years of energy policy and power industry experience. He is currently Ad-Hoc Professor for Energy Regulation at the Clarkson University Graduate School of Engineering, and his previous positions include Director of the Office of Electricity and Environment at the New York Public Service Commission, Director of Energy Policy for the City of New York, Senior Manager for Strategic Planning at the NYISO, and Executive Director of the New York State Smart Grid Consortium. The Consortium was a public private partnership established to advance the role of emerging energy technologies in meeting utility and consumer service needs.

Mr. Gallagher began his career at the Tennessee Valley Authority in the late 1970's where he was Manager of TVA's groundbreaking Solar Homes for the Valley project.

He earned a B.S. in Economics from Lehigh University and an M.S. in Energy Policy from the University of Pennsylvania.
